Seed License

The seeds are a crucial, fundamental, and significant component of farming and agriculture. An important factor in raising agricultural output and productivity is the use of high-quality seeds.

The Seeds Act, 1966, and the Seed Rules, 1968 were passed by the Indian government in order to guarantee that farmers in that country had access to high-quality seeds.

In order to guarantee the production, marketing, and equitable distribution of seeds, the Seed (Control) Order, 1983, which was issued under the Essential Commodities Act, 1955, certifies seeds.

The following three categories of seeds fall under Section 5 of the Seeds Act of 1966 and are qualified for certification:

Who needs to get the seed license?

Anyone who want to engage in the business of buying, selling, or importing seeds in any location within India must first apply for a seed licence.

Issue of Seed License

  • India's states and union territories have established several methods for issuing seed licences. Therefore, each of these individuals must submit an application to the licencing authorities in order to get a licence for the sale, export, or import of seeds.
  • After conducting any necessary inquiries, the licencing body may award a licence to any applicant.
  • License holders are eligible for renewal when they submit their application in the format required.

    Refusal to issue seed license

  • A person cannot receive a seed licence if:
  • whose previously issued licence is currently suspended, throughout the period of suspension;
  • who had a prior licence awarded to them, within a year of the date of such cancellation.
  • anyone within the three years prior to the date of application has been found guilty under the Essential Commodities Act, 1955 (10 of 1955), or any order made thereunder.

    Validity of seed license

  • Unless previously suspended or revoked, each seed licence is good for three years from the date of issuance.

  • Timeline to get Seed License

    New seed licence issuance takes 15 working days from the date all required documents are submitted. (Varies depending on the state and federal jurisdiction.)
