BIS Registration & Certification in India

The Department of Electronics and Information Technology (DeitY), currently known as the Ministry of Electronics and Information Technology (MeitY), as well as the Bureau of Indian Standards, implemented the Compulsory Registration Scheme (CRS) in 2012. (BIS). Manufacturers must register their items under this programme before introducing them to the Indian market.

BIS Registration is required for all electronic products included in the Compulsory Registration Scheme (CRS). For the purpose of importing goods into India or conducting sales into the Indian market, all manufacturers, whether foreign or domestic, must submit an application for this registration. For 77 electronic products, including audio and video, IT hardware, mobile phones, smart card readers, and other similar devices, the Department of Electronics and Information Technology in India requires the mandatory certificate. Therefore, in order to export goods to India, every foreign manufacturer of these goods must obtain a BIS licence. As a result, the firm would face consequences under the BIS Act if they conducted business on the Indian market without a BIS licence.

Role of BIS Registration:

  • The BIS's first role is to provide national standards that are both current and user-friendly. These national standards must focus on the needs of the consumer as well as give proper consideration to technology advancements. As national standards are developed, national trade must be considered equally.
  • The BIS must also make sure that it actively participates in the development of international standards. This should be done to offer support so that Indian interests are taken into consideration and given the proper weight. Additionally, it is done to ensure that any scheme falls within the range of Indian standards that are well-harmonized.
  • The branch offices must be treated with respect and viewed as the organization's focal points, which is the next requirement for the Bureau of Indian Standards' goal.
  • Additionally, BIS has the responsibility of attempting to enhance its brand value by enhancing its brand image. It must be implemented by taking the necessary steps.
  • BIS is required to ensure that the Web-enabling of the Certification Marks Management System is completed.
  • The BIS must also make sure that all of its affiliated laboratories are well-maintained. It could be anything from the necessity to modernise the laboratories to simplify its operation.
  • The BIS must guarantee that the proper job is being done in order to boost productivity.
  • The BIS must make efforts in the direction of more intensive training. Various fields require training, with a focus on the certification requirements and standards connected to standardisation. The testing area needs to receive the necessary attention.
  • BIS must periodically monitor how the schemes are being implemented.
  • It should be highlighted that in order to improve overall processing, IT tools must be included in order for the BIS to function.

Who Can Apply For BIS?

For BIS Registration, the following entities may apply :

  • To apply for the licence, a manufacturer must be domestic or international and willing to sell their product in the Indian market as specified in the programme.
  • Any current manufacturer that wants to market their goods under a different name may submit an application.
  • Any currently operating manufacturer who produces their goods in a separate place is qualified to apply.

Documents Required for BIS Registration

Testing documents, brand documents, factory documents, authorization documents, and all India representative documents are all required as part of the BIS CRS registration document set.

Along with the grant application, the test report produced by the BIS-recognized test LAB will also need to be supplied.

All documents must be written in the format required and stamped by the appropriate signatories according to the guidelines provided by the Bureau of Indian Standards.

The list of all the important documents needed to submit a new application to the bureau is provided below.

Procedure of BIS Registration

The BIS CRS registration process can be broadly divided into six parts. If the foreign manufacturer does not have a liaison office in India, the process begins with the nomination of AIR. In that situation, the manufacturer's Indian subsidiary, trader, or importer could serve as the AIR. However, when it comes to domestic producers, the producer herself can serve as an AIR.

The manufacturer must register with the department after receiving a nomination for the AIR. Know the manufacturing processes are another name for this procedure. Testing and application submission for the certification procedure must be done after portal approval. The department representatives carefully review the submitted application to identify any mistakes. If there are no mistakes, BIS issues the applicant with the final licence and an eight-digit R number.

The entire BIS registration process, which includes testing, document review, and department examination, takes 4-5 weeks. An overview of the BIS application's lifecycle is shown in the image below.
